60-Day Public Comment Period for NASA White Sands Test Facility (WSTF) Draft Permit Modification
The NASA WSTF is a test facility established in 1962 in support of the National Space Program. WSTF occupies over 60,000 acres in Doña Ana County in south-central New Mexico, 18 miles northeast of Las Cruces, New Mexico and 65 miles north of El Paso, Texas.

NOTICE OF AVAILABILITY FOR PUBLIC COMMENT
Draft 2026 Escudilla Landscape Watershed Restoration Action Plan & Watershed Based Plan Addendum
The purpose of this Addendum is to edit and update the Escudilla Watershed Restoration Action Plan (WRAP) so that it can also serve as a nine-element Watershed Based Plan (WBP) under Clean Water Act (CWA) Section 319.
This Addendum was composed by the New Mexico Environment Department (NMED) Watershed Protection Section (WPS) in collaboration with the Gila National Forest (GNF) and in communication with EPA Region 6. The WRAP is a U.S. Forest Service planning document, and the WBP is a U.S. EPA and state planning document. The Escudilla WRAP was published in 2018 and has been actively used by the GNF. The Escudilla WBP focuses on non-point source pollution within the San Francisco River Basin for the temperature and sediment impaired reaches of the San Francisco River that have a TMDL. Once accepted by EPA, projects described in the Escudilla WBP will be eligible for on-the-ground CWA Section 319 funding.
The draft 2026 Escudilla Landscape Watershed Restoration Action Plan & Watershed Based Plan Addendum is available for public comment and can be found at Public Notices.
The Surface Water Quality Bureau welcomes comments to improve the WBP, particularly comments that identify additional pollution sources, management measures, and project locations to improve water quality with respect to water temperature and sediment.
The comment period closes at 5:00 p.m. on Wednesday, March 25, 2026. Comments postmarked on or before that date will be accepted. Comments may be submitted using the NMED Public Comment Portal or by electronic mail to Jocelyn.Harimon@env.nm.gov. Borrador del Plan de Acción de Restauración de la Cuenca Hidrográfica del Paisaje de Escudilla 2026 & Anexo al Plan Basado en la Cuenca Hidrográfica
El objetivo de este Anexo es editar y actualizar el Plan de Acción de Restauración de la Cuenca Hidrográfica (WRAP, por sus siglas en inglés) de Escudilla para que también pueda servir como un Plan Basado en la Cuenca Hidrográfica (WBP, por sus siglas en inglés) de nueve elementos de acuerdo con la Ley de Agua Limpia (CWA), Sección 319.
Este Anexo fue elaborado por la Sección de Protección de Cuencas Hidrográficas (WPS, por sus siglas en inglés) del Departamento Ambiental de Nuevo México (NMED) en colaboración con el Bosque Nacional Gila (GNF) y en comunicación con la Región 6 de la EPA. El WRAP es un documento de planificación del Servicio Forestal de los EE. UU. y el WBP es un documento de planificación estatal y de la EPA de los EE. UU. El WRAP de Escudilla se publicó en 2018 y el GNF lo ha empleado de forma activa. El WBP de Escudilla se centra en la contaminación de fuentes difusas dentro de la Cuenca del Río San Francisco con respecto a los tramos del río San Francisco afectados por temperatura y sedimentos que tienen un TMDL. Una vez aceptados por la EPA, los proyectos descritos en el WBP de Escudilla serán elegibles para recibir financiamiento in situ de la CWA, Sección 319.

The NMED Surface Water Quality Bureau reopens the comment period for Clean Water Act 401 Certification of the draft National Pollutant Discharge Elimination System permit for the Village of Cimmaron Wastewater Treatment Plant, NPDES permit # NM0031038.
This is a notification that EPA’s public notice and associated federal comment period have been reopened for the draft National Pollutant Discharge Elimination System (NPDES) permit for the Village of Cimarron Wastewater Treatment Plant (WWTP), NPDES permit number NM0031038.
Additionally, NMED has opened the simultaneous comment period for the Clean Water Act Section 401 Certification of the draft NPDES permit.
When EPA Region 6 drafts a National Pollutant Discharge Elimination System (NPDES) permit for a discharge into one of New Mexico’s surface waters, NMED has an opportunity to assure that the discharge will not negatively affect the receiving waterbodies. This is documented through the 401 Certification and is required in accordance with state regulations at 20.6.2.2001 NMAC. NMED can make the draft permit more stringent if based on state law or can make comments to EPA for consideration in the final permit. NMED also has the authority to deny certification if the permitting circumstances will not guarantee that the discharge will meet water quality standards.
The facility is located at 356 B East 9th Street in Cimarron, Colfax County, New Mexico. The discharges from the facility are to the Cimarron River in Segment 20.6.4.306 NMAC of the Canadian River Basin in Colfax County, New Mexico.

EPA has included the per- and polyfluorinated substances (PFAS) monitoring requirements based on the memo from EPA headquarters addressing PFAS discharges in NPDES permits and through the pretreatment and monitoring programs.

A TMDL is a planning document that establishes specific goals to meet water quality standards in waterbodies where pollutant limits are exceeded. It includes current pollution loadings, reduction estimates for pollutants, information on probable sources of pollution, and suggestions to restore or protect the health of the waterbody.
The 30-day comment period on this document will open March 16, 2026, and will close April 14, 2026, at 5:00 p.m. MDT. Formal comments for inclusion in the public record must be submitted in writing via the NMED Public Comment Portal at: nmed.commentinput.com… or alternately in writing to Avery Simpson, e-mail: avery.simpson@env.nm.gov; or mailing address: NMED SWQB, P.O. Two public meetings will be held to summarize the information and to provide a forum for interested parties to ask questions and provide comments. The meetings will be held on April 1, 2026, at 1:30 to 3:00 pm and 5:30 to 7:00 pm via a virtual webinar. Specific meeting details will be made available in a meeting flyer posted to the SWQB website during the week of March 30.
Following the close of the comment period, copies of the Response to Comments will be:
• Mailed to all persons who submitted written comments by April 28, 2026, at 5:00 p.m.; and

San Juan and Animas Watershed Survey Sample Analysis Plan public comment
NOTICE OF A 14-DAY PUBLIC COMMENT PERIOD
The New Mexico Environment Department’s (NMED) Surface Water Quality Bureau (SWQB) is inviting the public to comment on the draft 2026 San Juan and Animas Watershed Survey Sample Analysis Plan (SAP). An SAP is a planning document that establishes specific goals to meet the Bureau water quality data needs in specific waterbodies. It includes planned monitoring locations, constituents of interest, and frequency of sample collection. The draft SAP may be accessed from the following Link: San Juan and Animas Watershed SAP. The draft SAP includes information on planned sample collection and frequency in the San Juan and Animas Watersheds. The draft SAP and related data complement quarterly monitoring SWQB coordinates at a limited number of monitoring sites for a select set of parameters with tribal partners under a multijurisdictional program since 2022.
The 14-day comment period on this document will open March 24, 2026, and will close April 7, 2026, at 5:00 p.m. MDT. Reminder: Send tank system testing results to Petroleum Storage Tank Bureau
Owners, operators, and testers of petroleum storage tank systems, please email all required tank system test results to: PSTB.compliance@env.nm.gov with a copy to the facility inspector, if known, to allow for receipt and tracking of these reports. Report a suspected or confirmed leak or spill from a petroleum storage tank within 24 hours here (this includes failed or inconclusive test results). Send passing test results within 60 days of when they're done.
Please name the documents you send as follows:

The facility ID# and Owner ID# are on the registration certificates you receive after you pay your tank fees every year or may be found in the storage tank lists available near the bottom of the main PSTB (Petroleum Storage Tank Bureau) webpage, https://www.env.nm.gov/petroleum_storage_tank/.
Information that must be included in reports:
(2) facility ID number;
(3) owner and operator name and address;
(4) owner ID number;
(5) date report was completed;
(6) date of the test;
